Public Comment Procedures

The Martin County Board of County Commissioners (BOCC) meets in regular session, throughout the year, on scheduled Tuesdays at 9 a.m. Time is set aside for public comment on items not included on the agenda at the beginning and end of all regular commission meetings. Time is also allotted for public comment on each item on the agenda. Speakers are limited to three (3) minutes for each public comment section. 

The Board of County Commissioners continues to hold regular board meetings at John F. and Rita M. Armstrong Wing of the Blake Library to comply with CDC guidelines for social distancing. Meetings are open to the public and the Board has established additional ways to allow members of the public to provide comment remotely – via online form and by phone. These procedures will remain in place until the local state of emergency has expired.

  • General public comments must be submitted before the meeting begins.
  • Individual agenda item public comments must be submitted prior to the start of the public comments portion of that item.

How to Make a Public Comment


Persons interested in providing comment on a matter before the Board of County Commissioners (BOCC) who are unable to attend the meeting due to COVID-19 may submit written comments via our online Public Comment Form. Please refer to the latest agenda for the item number you'd like to comment on and include that when submitting.

All public comments submitted through the online Public Comment Form will accepted for inclusion into the official record, but only public comments made via Zoom or in person will be heard during the meeting.


The public can provide comment using Zoom Meeting by phone or electronic device. If you wish to comment, please use the Raise Hand function (“Raise Hand” for computer/tablet/smartphone users, *9 on your phone keypad for telephone-only users). At the appropriate time to speak, you will be recognized by your partial phone number or your Zoom username and staff will unmute your connection.

If you are attending virtually and have a camera attached to your device, you may turn your camera on for the comment period if you desire. You will be asked to state your name for record, just as if you were attending the meeting in person. Be sure to turn down the sound of your TV or computer audio if participating to avoid feedback/echoing.

Free Zoom software is required.


To make a public comment in person, participants must fill out a Request to Speak Form at the meeting and give it to the bailiff.

All public comments, oral or written, must comply with the Board's adopted Rules of Procedure.
