PRESENTATION A. 9/11 International Map Project Nadia Utto, artist with Urban Camouflage Arts, presented a new idea for a piece of the World Trade Center from 9/11 acquired by residents. She proposes to place the piece with an international map using rocks from around the world. Ms. Utto gave a slide presentation with depictions of options for displaying the 9/11 piece and map and several rocks for the committee to view. Ms. Utto suggests placing the piece at the Hobe Sound Fire House. Comments/Questions - R. Zurich – How would the stones be secured on the map? o Ms. Utto explained the process that the engineering firm CAPTEC had suggested. - R. Zurich – Do you know the cost for this project? o Ms. Utto – Pro Bono by contractors and potential fundraising. o S. Kores – the project has potential, just need committee direction. - M. Banas – do we want to continue? We, Commissioner Jenkins, Angela Hoffman, Hobe Sound Chamber met with Nadia about the project. It’s a good project. MOTION - MOVED * S. NEW BUSINESS – Nothing to Report PUBLIC ART SITE SELECTION COMMITTEE NOVEMBER 28, 2019 Page 2 of 4 6. OLD BUSINESS A. Art Inventory Repair K. McLaughlin presented the committee with updates for art in need of repairs. 1. Hobe Sound Beach is complete. Mia Lindberg will give a presentation at the AIPP meeting in January. 2. Stuart Beach Mosaic Wall is complete. Mia Lindberg will give a presentation at the AIPP meeting in January. 3. Halpatiokee – we are working with Parks and Mia Lindberg to find the best process to repair the art and keep it beautiful in the future. We will report again in January. 4. Sailfish Splash Lazy River Murals – Sailfish Splash Park/Lazy River – again we are working with Parks and Shannon Wiley on the cracks. They are looking to start the project in early 2019. We will be working with Parks to provide a maintenance plan for the future. 5. Sailfish Splash Park Competition Pool has been completed by artist Nadia Utto. It looks amazing.  Before and after photos were presented to the committee. 6. Oasis Tile Bench – General Services has put in the request to have the bench cleaned. The Inmate Trustees will be doing the cleaning for us. 7. Manatee Gateway – K. McLaughlin presented a power point repair proposal to the committee. We have found a product from Shade Systems Inc. to replace the damaged shades. They are a 12’ x 12’ cover that will provide shade for the seating. They can withstand hurricane wind speeds up to 90 for the sails and 165 for the frame. Public Works will be able to remove each sail by loosening the bottom, using a step ladder to unhook the top corners. Shade Systems says this will take under 12 minutes per sail. They come in various colors. The estimated cost is $12,000 each and will require 3 sail structures. When sails were broken, Public Works did not remove the bolts and plates from the top of the cubes, but instead covered them with a wooden box top. This is not going to last in our climate. We have some options: Public Works can take off the sail holder and fill it in to look new or we could talk with the artist to add another design element. The benches will need repair, Public Works/General Services will assist us with this. Comments/Questions - S. Tsaftarides – like the idea that it is stainless steel since we are close to the ocean. - M. Banas – they look like the original design but are more functional. The original design was the right size to be a manta ray and perfectly colored but weren’t functional and didn’t offer shade. These offer the look with better wind resistance, think it’s a good look. I would like to see the bollards remain they look like lighthouses and keeping with the nautical theme. If the spacing fits that you can leave the bollards and put the structures, there that would be even better. If we can find the money, I think it’s fantastic. - Hall – Are the sails going to overwhelm the rest of it? The original sails were much smaller in size. If we could get the sails photo shopped into the picture so we could see what it might look like. Staff will follow up with Shade Structures Inc. to see if possible. - M. Banas – Because they mount at the road and go over is there a possibility of moving the benches a little bit closer to the water so that there is room to walk in the shade? o S. Kores – not sure how the benches are installed into the ground. There are also artistic elements on the ground that we don’t want to disturb. It might be something we want to investigate, and ADA issues come into play. We can look at this. - R. Zurich – I think the first step is to photo shop the sails in to scale, this would answer a lot of questions. I don’t think that you need to move anything. The sail and support of the pipe will come right over the bench and cover the bench and sidewalk with shade. I think it will fit right in. - M. Banas – might ask the company about financing as well. - K. McLaughlin – how do you feel about the lighting? Are you interested to have the sails lighted? o C. Hall – I would like to see this as an option. o R. Zurich – would like to see this as an option. It would complete the project. It may be prohibitive cost wise, but let’s find out the cost. o S. Tsaftarides – check with the restaurant next door, they may have donated to the original art project. o Staff will reach out to them. - R. Zurich – this falls under Creative Placemaking so maybe the Port Salerno NAC would want to assist in some of this. PUBLIC ART SITE SELECTION COMMITTEE NOVEMBER 28, 2019 Page 3 of 4 o S. Kores – that’s a possibility, this was an AIPP/CRA project partnership. We can certainly talk with the NAC and see if they would like to add something to this project. - C. Winters – Think it’s worthwhile to approach the NAC with photoshopped pictures. There was disappointment that the original sails didn’t last. We aren’t going to be able to replace these constantly for $7000 apiece. If we have a good concrete solution going forward, I think they will be more receptive. - S. Tsaftarides – do we have hurricane insurance that the county covers these objects? - E. Lenihan – that would be a question for Risk Management. We can talk with them and what that would entail. 8. Southeast of Disorder - As we discussed at an early meeting, we felt that this piece of art could be sold. We have investigated that option reaching out to artists in West Palm Beach, Fort Pierce, and other artists around Florida. We are also exploring the possibility of placing Southeast of Disorder. The optimal placement would be inside or at the very least under a covered facility, but we can also place it outside; it will just require a maintenance plan. The Martin County Building Offices are a possibility. It doesn’t have art currently. 9. Signage and Logo – these are on hold and will cost additional money. The suggested signs like Parks will not work for us. Will continue to work on this. B. Public Art Program Management Document Review. S. Kores presented the proposed manual for the committee’s review including the addition of Forms, Branding/Marketing, Contracts, Budget and How to Request Public Art. Ms. Kores discussed the addition of ‘selection methods and management section’. This section will be vetted through Purchasing. Comments/Questions - S. Tsaftarides – we could do matching grants for projects. - M. Banas - using Ms. Utto’s project, is there a checklist to use for a project like this and is there a threshold to follow for funds that we would have enough to greenlight the project? o S. Kores – first do we want to do something like this, do we want to have people coming forward giving us projects? o C. Hall – I like the idea of people being able to bring things forward. These are the professionals in the industry. The more educated we can get as to what their artistry is the better off we are. o R. Zurich – I don’t see a down side to this. It’s a process and a step by step of how to propose a project to the committee. It’s good for us to have a potential project list as well. The favor of the committee is to keep it in there. Additional discussion ensued. Ms. Kores will continue to work on the document and the committee will see the final document before the next meeting. - R. Zurich – some the forms and budget should be an addendum or an appendix to the document. We don’t have to readopt the document each time we add or change something. - S. Kores – we need to discuss the length of time we sit with a project. I think we need to say that if we award a project and it does not get done in a particular amount of time, then we can reallocate the funds. C. Local Artist Open House S. Kores gave the outline of requested goals for the Artist Open House. This is what we would like to see happen. Defined Goals and Outcomes  Develop a database of local artists  Introduce the Martin County Art in Public Places program to the community via website and new Program Management docs  Survey done to ascertain artists’ visions, specialties, mediums, expertise, etc.  Survey done for the public to ascertain what type of public art they would like  Arts education for the committee and public  Begin developing partnerships to leverage access to arts funding and opportunities. (This could include the City of Stuart, nonprofits, individuals, artist groups, etc.) MOTION - MOVED * M. Banas motioned to approve the goals set forth for the Artist Open House. ** C. Turrell presented an Urban Art competition during the 2019 ArtsFest. Ms. Turrell gave a brief overview of the premise of the competition that will take place during the event. The Arts Council would like to see the art displayed in the CRAs once the event is over. There will be 10 boards. Ms. Turrell also reminded the committee about the Eco Art event on November 30, 2018, featuring Lucy Keshavarz, Ripple artist held at the Arts Council. 7. COMMENTS A. Public – nothing to report B.
