CRA 2018 4th Quarter Report Alice Bojanowski, Project Manager, Office of Community Development gave a presentation of the Q4 projects and activities to the CRA Board. Comments/Questions - R. Zurich – where are we on the 10 year extension of the CRAs? o S. Kores – the item will go before the BOCC in January. o R. Zurich – How will this work? o E. Lenihan – the Ordinance and Resolution will be changed. o R. Zurich - we will need all the CRA Board members, NAC members and public in attendance for that BOCC meeting. 5. OLD BUSINESS A. The CRAs and the Comprehensive Growth Management Plan Irene Szedlmayer, Sr. Comprehensive Planner, Growth Management gave an overall presentation of the important changes that are being proposed to the CRA codes and the comprehensive plan. Each month going forward, she will present an in-depth discussion of one or two of these issues. In this initial meeting, 2 of 14 Community Development Agency November 26, 2018 Page 2 of 3 she presented the Mixed-Use Future Land Use Overlays and the MU Projects versus MU Neighborhood. All topics to be discussed are as follows: 1. Mixed-Use Future Land Use Overlays 2. MU Projects versus MU Neighborhood 3. Residential Density Transition 4. Upland Preserve Requirements 5. Impact Fees 6. Shoreline Protection 7. Art. 10 Development Review 8. Water lines, sewer lines, storm water 9. Mobile Home No Net Loss Policy Comments/Questions - R. Zurich – Are the Treasure Coast Regional Planning Council (TCRPC) and Growth Management working together on these changes? o I. Szedlmayer – yes, we have attended all meetings with TCRPC. o R. Zurich – very glad to hear this. I think it’s going to take all of us together to make this work. o S. Kores – I want to add that we have also met with Commissioners, Public Works department and others in the county. o R Zurich - This will give us more credibility letting the BOCC know we have substantial backing for this project. o I. Szedlmayer – it has been a pleasure working with TCRPC. B. Land Development Regulations/CRA Code Project Update Dana Little, Urban Design Director for the Treasure Coast Regional Planning Council gave a presentation that updated the CRA Board members on what has been accomplished on the project to date, a timeline, some of the issues they have encountered and where we go from here working alongside Growth Management. 6. OLD BUSINESS A. Building Opportunity! 1. S. Kores gave a brief overview of the event held last year; CRA Vision to Implementation. The 2019 event will focus on Builders, Bankers, Brokers, Designers, Construction and Developers along with highlighting the Opportunity Zone and available properties in the CRA. The event will be held in late March with more information to come. * 4:25pm - The CRA Board meeting was suspended for a 10 minute closed-caption break. B. Rio Infill Sewer Project S. Kores informed the Board that the project will not be moving forward. The property owner has decided to pursue the project on his own. C. STAFF UPDATE S. Kores presented the Board with updates from the Office of Community Development. 1. Legislative information will come back in December. We will be setting up meetings with the newly elected officials as well. 2. CIP updates: 3 Capital Improvement Projects went before the BOCC, Pettway Street improvements, Mapp Road scope enhancement, Code/LDR scope and funding enhancements. All passed. 3. The NAC membership item was approved with a caveat. They changed the Port Salerno number back to 9 members and S. Kores is to report back in 6 months with an update on attendance of each NAC. Donna Gordon, Executive Aide to the BOCC, has sent out requests for those interested in being on the Golden Gate, Hobe Sound, Jensen Beach and Port Salerno Neighborhood Advisory Committees. 4. Rio Firehouse Property – the property has 2 land use designations, institutional and commercial general. This item was continued until the next BOCC meeting. 5. Bob Gibbs will be here on January 24 and 25. He will do a presentation on Thursday evening, 1/24. He will be reviewing existing documents for Rio and Jensen and do a detailed site visit and analysis of an existing mixed use project and assessment of the design/retail issues and offer strategies to improve its business performance. We need all CRA and NAC members to attend. 6. S. BACKGROUND/RELATED STRATEGIC GOAL: To provide the Board with a CRA-wide, global view of the status of active projects and a “placemark” to introduce any new projects. The Board needs to be informed as to the status of all active CRA projects each month giving members the current information they need when talking with the public and their communities. ISSUES: N/A LEGAL SUFFICIENCY REVIEW: N/A RECOMMENDED ACTION: N/A FISCAL IMPACT: N/A DOCUMENTS REQUIRING ACTION: N/A ITEM 4A 5 of 14 ACTIVE CAPITAL PROJECTS 12/17/18 Project Name Description Current Status Golden Gate Dixie Highway Beautification FDOT will be making improvements to Dixie Highway including resurfacing, striping and medians from Jefferson Street to Indian Street, programmed for 2020. This project adds additional beautification through landscaping as envisioned in the Golden Gate Community Redevelopment Plan. Staff will be working with the County Public Works Department to design and add landscaping and bike lanes along with the FDOT roadway improvements. Golden Gate Bike/Ped Trail The Golden Gate Community Redevelopment Plan calls for a system of pedestrian and bike trails. This multi-modal, linear park pathway will provide pedestrian and bicycle connections, increase safety, encourage walking and riding, and become a beautiful neighborhood asset utilizing existing county owned property within the community. GAI Consultants have been retained to assist with community engagement and to provide a conceptual design. Staff is applying for a Florida Land and Water Conservation Grant through DEP, due in January 2019, to assist with project construction. Hobe Sound Gomez Affordable Housing CRA is collaborating with Habitat for Humanity to provide affordable housing in Hobe Sound. The CRA will provide infrastructure to include septic to sewer, drainage improvements, roadways, sidewalks, intersection modifications to Pettway St. and CR A1A, traffic calming, and streetlights. 30% design is expected by January 1, 2019. Habitat is re-designing the homes to fit on the properties. Staff is moving forward to bring all ROW to the BOCC. Hobe Sound Bridge Road Town Center The vision for Bridge Road is that of a sustainable neighborhood Main Street that will support a vibrant downtown for all. Objectives of the Bridge Road project include on-street parking, vehicular and pedestrian safety, undergrounding overhead utilities, improving drainage, reducing speeds and promoting walkability through sidewalk additions and landscape enhancements. 100% design has been submitted. Staff is working with Kimley-Horne, SMRU and FPL on final details. Jensen Beach Infill Sewer The Jensen Beach Community Redevelopment Plan prioritizes infrastructure projects such as the provision of water and sewer. This project would provide sewer access to properties on Church Street, Cherry Street and Mango Street. This would then complete water and sewer access throughout the Jensen Beach CRA. Staff is working with Utilities on construction budgets and design and with the community (for sewer easement) on those particular streets. Jensen Beach Parking Initiatives Increased parking in the Jensen Beach CRA continues to be a priority for the community. This project focuses on constructing adequate and safe parking along with appropriate parking signage on Church Street, Indian River Drive and Pineapple Avenue utilizing TIF and SPARC funds. Parking design for Church street has been presented to the NAC. Staff will bring back a final design with recommendations for funding. Port Salerno Safe Routes to School This project, supported by a Safe Routes to School grant, will help eliminate potential hazards by the construction of missing sidewalk links in the Port Salerno CRA. Final plans due to DOT April 2019. Construction early 2020. The project is moving forward on its published timeline. Port Salerno Parking Innovations Increased parking in the Manatee Pocket area of Pt. Salerno continues to be a priority for the community. This project focuses on constructing parking, sidewalks and enhancing lighting to increase safety along Park Drive for pedestrians and vehicles. Staff is working with the Treasure Coast Regional Planning Council as well as the Fishermen Dock Association to design and construct adequate vehicle facilities for the docks, fisherman and public, which will also increase safety by removing conflicts between pedestrians and vehicles. Port Salerno Infrastructure Partnerships This project provides opportunities to improve infrastructure and encourage redevelopment within the CRA through partnerships, integrating capital improvement projects with the Utilities and Public Works Departments. CRA staff is working closely with Utilities to design and install potable water infrastructure to those left in the Pt. Salerno CRA that do not yet have access. Currently, the project is designed to be completed in phases over the next several years. Utilities will be doing the design, bid and construction oversight. Phase 1 should be complete by the end of 2019. 6 of 14 ACTIVE CAPITAL PROJECTS 12/17/18 Rio Property Acquisition - 1235 NE Dixie The Rio CRA has a long term vision of a livable, walkable Town Center, specifically in the area of the Roundabout at Martin Ave and which includes the residential neighborhoods to the north and the waterfront to the south. In order to build this vision, properties/land must be acquired to assist future redevelopment. The property is being cleaned up by the County Field Operations division. They are removing the broken fencing, taking down the sign, and cleaning up the landscaping in the front and in the alley in the back. Old Palm City Mapp Road Town Center The Mapp Road Town Center project will give Mapp Road a more “Main Street” feel with on-street parking, generous sidewalks, landscaping and lighting which will create a well-connected multi-modal corridor. 60% plans have been submitted. They are now being reviewed by County departments. The CIP sheet has been amended to add the design and cost estimate for the passive parks near the new pond and Skelton pond. Old Palm City "Ripple" EcoArt Stormwater Ripple - as a drop of water becomes a river……is an environmental restoration project in the Old Palm City neighborhood. That work will take place on four county-owned lots, where staff and residents will be working together to plan out a series of stormwater interventions, which could include walking paths, art installations, water quality educational awareness, the evolution of treatment technology on water quality issues, etc. The project builds from the expertise of our engineering, eco systems and construction teams, and the expertise of eco-artist Lucy Keshavarz to think about how we approach environmental conservation through a creative lens. The Ripple project exhibit opened on Friday, November 30 at the Court House Cultural Center Galleries and will run until February 14. At that time it will move to the Cummings Library in Palm City from February 18 – March 15, 2019. Staff is working on securing funding for construction of the project. Old Palm City Charlie Leighton Park Old Palm City Neighborhood Advisory Committee and residents indicated that they felt Charlie Leighton Park was an under utilized asset. The community would like to see some additional amenities that would improve resident use and access and voted to dedicate CRA Trust Funds to explore the possibilities. Additionally, they requested that alternative funding sources be sought. A successful planning session was held with the County, Giangrande Engineering and the community regarding ideas, needs and desired uses for the park. Giangrande is scheduled to present a conceptual design at a meeting scheduled for January 17, 2019 to be held at the Palm City Community Center. 7 of 14 ITEM 5A COMMUNITY REDEVELOPMENT AGENCY AGENDA ITEM December 17, 2018 PREPARED BY: Irene Szedlmayer, Senior Planner, Growth Management Depart. TITLE: The CRAs and the Comprehensive Growth Management Plan EXECUTIVE SUMMARY: Irene Szedlmayer, Senior Planner, Growth Management Department, will review Martin County Comprehensive Growth Management Plan (CGMP) policies which may make it more difficult to fully realize CGMP Goals 4.2 and 4.3. and the vision for the CRAs of compact, complete, convivial, and walkable neighborhoods in the CRAs. BACKGROUND/RELATED STRATEGIC GOAL: In December 2017, in the context of considering the first of the CRA Glitch bills, the Board of County Commissioners adopted Resolution 17-12.3, which initiated amendments of the CGMP “to strengthen Goals, Policies and Objectives that encourage in-fill development and redevelopment in the Community Redevelopment Areas.” The Nov. 30, 2017 staff report which the Board considered prior to adoption of Res. 17-12.3 and its attachments were included with the November 26, 2018 agenda item. It identified six CGMP policies and 2 other issues that may impede redevelopment and infill development within the CRAs: 1. The design of the Mixed-Use Future Land Use Overlay 2. Mixed-Use Development Projects versus a Mixed-use Neighborhood 3. Residential Density Transition 4. Native Upland Habitat Preservation Requirements 5. Impact fees 6. Shoreline Protection Zones 7. Article 10 Development Review 8. Urban Infrastructure At the November meeting, the Mixed-Use Future Land Use Overlay and residential density transition were reviewed. At the December meeting, upland preservation requirements, impact fees and shoreline protection will be reviewed. The Community Redevelopment Agency continues to see interest from the private sector working closely with our public sector partners. In FY 2017, 1,181 residential and commercial building permits were issued within the boundaries of the Community Redevelopment Areas, accounting for 8.4% of the total building permits for unincorporated Martin County (the CRAs comprise 2.4% of unincorporated Martin County). These permit value totaled $27,382,857 which resulted in construction, providing visual evidence of community improvements. The effects of redevelopment include property value increases, crime reduction, business attraction and increased private investment. CRA/AIPP Meeting Times Art in Public Places (AIPP) meetings are held directly after six of the twelve CRA Board meetings, which fall on the last Monday of the month. We have the CRA Board meetings listed as starting at 3 pm and the AIPP Committee meetings beginning at 4 pm and at 5 pm. After looking at the general flow and length of time for each, staff would suggest to the Agency that AIPP meetings be listed at 5 pm. 3. Calendars Attached to this item are the calendars for all CRA, AIPP and NAC meetings. All of these meetings have been approved, except for the Old Palm City NAC meetings which will be approved this evening. If there are changes, a new copy of the NAC meeting dates will be immediately email to all members and a hard copy given at the January 2019 CRA Board meeting.
