CALL TO ORDER – The meeting was called to order by Chairman C. Winters at 6:00 pm. - Chairman Winters. 2. APPROVAL OF MINUTES – August 9, 2018 * E. Olsen motioned to approve the minutes as presented. ** C. Josie seconded and the motion carried 6-0. 3. DISCLOSURE OF CONFLICTS OF INTEREST - None 4. COMMENTS A. Public Margaret Rhodes, resident – she has a petition and will meet with Commissioner Heard concerning derelict boats in Manatee Pocket. Ellen Asselin, resident – what is going on with Pirates Cove parking at the triangle parcel? A. Bojanowski addressed the question and explained issues concerning parking of private vehicles on the vacant parcel within the residentially zoned area. Karen Worden, resident – when did we change over to parking? That area was Mixed Use. Why are they parking there? A. Bojanowski addressed the question. Discussion about parking and zoning ensued. S. Kores – the lots are residential and cars cannot park there. Staff will follow up. Ron Johnson, resident – would like to organize a trash pickup day. Gloria McCardy, resident – New Monrovia Cleanup day has been organized for November 30th B. Members H. Fisher-Quintana – asked about vacant property at Geraldine Street and Railway Ave. She introduced Mike Readling of Habitat for Humanity. M. Readling - the property was put on the list for nonprofit housing and was designated for Habitat by the BOCC. H. Fisher-Quintana – Habitat will not accept the property without infrastructure. We could donate the property to the New Monrovia Community Coalition. 2 of 10 Port Salerno Neighborhood Advisory Committee October 11, 2018 Page 2 of 4 J. Peck – Where is this going now? M. Readling – Habitat will accept the land but will not build on it without utilities. Tony Anderson – New Monrovia Community Coalition can build right now. H. Fisher-Quintana – We took a tour with a realtor. There are available and affordable lots in the neighborhood. We have a list of properties available for building. Ms. Fisher-Quintana read allowed a letter addressed to the Office of Community Manager, Susan Kores, to request that the CRA purchase lots and start building in New Monrovia. Ms. Elmira Gainey – she stated that she is here to help, and she would like to make sure that it is put on the record at the next Port Salerno meeting that she is not assisting the New Monrovia community (or the NAC) in the hopes of selling real estate for any personal gain. C. Staff A. Bojanowski updated the members: Treasure Coast Regional Planning Council (TCRPC) has begun updating the CRA codes, starting with Jensen Beach. The Director of Growth Management will be making future decisions on requests for front setbacks due to septic tank installation. Growth Management will no longer be required to bring this to the NACs for alternative compliance. 5. PRESENTATIONS A. Port Salerno Water Utility Phil Keathley, Sr. Project Manager, Martin County Utilities, presented the plan to extend the water main from Dixie Hwy down Salerno Road. The project will be done in phases. The NAC will allocate funds each year to complete the project phases. Home owners will have to connect to the water line at the street at their own expense, but living in the CRA area can save on fees. Comments/Questions - J. Peck – how were the phases chosen? o P. Keathley – based on the streets starting from Dixie Hwy and Salerno. - H. Fisher-Quintana – what is the process for starting this project? o P. Keathley – gave the steps and process for the project in Utilities once they have approval. - Resident – clarify what is being paid for by TIF. o Bojanowski addressed the resident. TIF will pay for the project, but not the property owners’ hook up fee. - J. Peck – what is the project costing? o P. Keathley - $1.3 million - Resident – is New Monrovia in the phase projection? o C. Winters – they are starting at Salerno Road. - Michelle Ibenac, resident – how long with this project take? o P. Keathley – 8 to 9 phases will take 8 to 9 years. - A. Bojanowski explained to the residents how TIF works. o C. Winters – if we move forward with the project, each year we will put more money into the Capital Improvement Project (CIP) sheet for this project. o J. Peck – you have not brought us any other option to spend our money on. Why not paving, sewer or lighting? • P. Keathley addressed the sewer portion of the question and gave a brief history of getting sewer in Martin County. Sewer will come to an area, but if water is not there the sewer assessment could reach upwards of $20,000 per homeowner. • S. Kores explained how the CIP sheets work each year and reminded Mr. Peck that we work on CIP plans with each NAC towards the end of each calendar year. • H. Fisher-Quintana – I am concerned that all TIF money is being spent north of Cove Road. 3 of 10 Port Salerno Neighborhood Advisory Committee October 11, 2018 Page 3 of 4 • A. Bojanowski – Helen is suggesting that we put affordable housing on a CIP sheet. • H. Fisher-Quintana – to include purchasing property for affordable housing. • Cecellia Smith, Realtor – what phase is New Monrovia? • S. Kores – this is just a discussion to get started. Phase 1 only. Motion * E. Olsen motioned to approve the water utility Phase 1 project. ** M. Haluska seconded and the motion carried UNANIMOUSLY. - S. Kores – debt service has been suggested to pay for the project. Ms. Kores explained what is in the account now. B. Health & Human Services Emily Durham, Housing Program Coordinator for the Health and Human Services Department, presented an overview of the programs they offer to the community including: • State Housing Initiative Program (SHIP), Down Payment and Home Repair Assistance for moderate to low income and sewer/water hookup assistance • Care to Share (C2S), FPL Assistance Program • Lend A Hand (LAH), Martin County Utilities assistance program • On site Insurance Navigator (ACA, Food Stamps, Medicaid) • And many other programs. Comments/Questions - H. Fisher-Quintana – New Monrovia CDC used SHIP funds to develop areas. 6. NEW BUSINESS - A. Bojanowski requested to the chair that a 3rd Alternative Compliance be presented by Growth Management. The chair allowed the addition to the agenda. A. Alternative Compliance request - Port Salerno Industrial Park, Lot 7, for front setback, and amount and location of parking at 5610 SE Grouper Avenue. - Only 30 spaces will be installed due to use of the business. Requesting front setback due to parking location. Staff recommends approval. Motion * E. Olsen motioned to approve alternative compliance for 5610 SE Grouper Ave. ** H. Fisher-Quintana seconded and the motion carried UNANIMOUSLY. B. Alternative Compliance request - Detached single family residence within Town Center Mixed-Use Future Land Use Overlay at 3997 Barcelona Street. - The zoning overlay does not allow for detached, single family residences within the Town Center Mixed-Use Future Land Use Overlay. Staff recommends approval. Motion * J. Peck motioned to approve alternative compliance for 3997 Barcelona Street. ** H. Fisher-Quintana seconded and the motion carried UNANIMOUSLY. C. Alternative Compliance request – Detached single family residence request for front porch on new construction at 5255 Horizon St. - The code requires front porches to be at least eight feet wide with 8 feet clear height, open on three sides and not screened, and to cover at least 40% of the front facade. Bojanowski updated the members on several projects in Port Salerno. - New Monrovia surplus property. - Streetlights, New Monrovia will be next to get update lighting from FPL. - Park Drive, staff working with Parks/Rec on issues in the park. o Electric lights are being changed out o Existing sidewalks maintained o Sidewalks on the west side of the street discussion. 8. COMMENTS A. Public - K. Worden, resident – we have not heard about the sidewalks? o A. Bojanowski – we have had discussions with the fishermen about the issues. o N. English, resident – think it would be safer to put a sidewalk on the west side. I really love this county, thank you for working on parking. - E. Asselin, resident – is a survey being done on the empty property at Commerce Street and Salerno Road? o Staff will follow up. B. Members – nothing to report. C. Staff – nothing to report. 7.
