The Coronavirus Disease 2019 (COVID-19) crisis forced the Martin County rental community to confront immense challenges. The purpose of the Martin County Residential Landlord Assistance Program is to help Martin County landlords and tenants that have suffered financial hardship resulting from the Coronavirus pandemic. The Residential Landlord Assistance Program is a part of the Business Renewal Program focusing on small businesses with $5 million or less in total gross sales or receipts.

Assistance Offered

$20,000 maximum award per lease, subject to funding availability.

Eligibility

A residential landlord is ELIGIBLE to apply for a one-time assistance grant if:

  • He/she has owned the property since 10/1/2019 and still owns the property as of date of application
  • The property is residential (mixed use properties will be eligible for residential leases only)
  • The property is located in Martin County 
  • The owner of the property is not a publicly traded company
  • The owner of  the property is an individual or a for-profit entity (nonprofit organizations are ineligible) 
  • He/she has filed IRS Income Tax Returns for 2019 or 2018
  • Total gross receipts or sales from the property and/or owning entity does not exceed $5 million
  • He/she has not received any COVID-19 relief funds in the form of a grant or forgivable loan exceeding $20,000

Eligible Dwellings

Examples of eligible residential dwellings include:

  • Single Family Home
  • Multi-Family Home
  • Mobile Home
  • Accessory Residential Unit (Carriage/Coach House/Guest House)
  • Condominium
  • Apartment
  • Townhome
  • Co-op

Eligible Applicants

Eligible applicants include:

  • Individuals/sole proprietors or self-employed Individuals
  • Corporations, professional associations or limited liability companies
  • Partnerships

Eligible Uses of Award

(Costs incurred through month of application will be considered for reimbursement)

Eligible uses of the grant award include:

  • Payment of outstanding residential rent
  • Payment of outstanding late fees
  • Payment of other outstanding residential fees required by a residential lease agreement

Required Documents

1) Complete Residential Landlord Application (PDF)

2.) Complete IRS W-9 Form (PDF)

3.) Business Financials:

  • Individual (Sole proprietor, independent contractor, Individual/Single-owner limited liability company)
    • 2019 Individual Income Tax Return (Form 1040) including Schedule C and all other schedules/statements submitted with the tax returns to IRS; or
    • 2018 Individual Income Tax Return (Form 1040) including Schedule C and all other schedules/statements submitted with the tax returns to IRS; and
    • Completed Request for Taxpayer Identification and Certification (Form W-9)
    • Copy of your Active State of Florida Division of Corporations Record as shown on SunBiz.org (if applicable)
    • Proof of Ownership; and
    • Residential Lease; and
    • Completed Landlord Estoppel Certificate (executed estoppel certificate upon receipt of funds)
       
  • Corporation (C-Corp, S-Corp, Limited Liability Company)
    • 2019 Corporate Income Tax Return (Form 1120 or 1120-S); or
    • 2018 Corporate Income Tax Return (Form 1120 or 1120-S) if 2019 Corporate Income Tax Return is not filed; and
    • 2019 Transmittal of Wage and Tax Statements (Form W-3); or
    • Employer's Quarterly Federal Tax Return for 4th Quarter 2019 (IRS Form 941); and
    • Completed Request for Taxpayer Identification and Certification (Form W-9)
    • Copy of your active State of Florida Division of Corporations Record as shown on SunBiz.org; and
    • Proof of Ownership; and
    • Residential Lease; and
    • Completed Landlord Estoppel Certificate (executed estoppel certificate upon receipt of funds)
       
  • Partnership
    • 2019 Return of Partnership Income (Form 1065); or
    • 2018 Return of Partnership Income (Form 1065) if 2019 Return of Partnership Income is not filed; and
    • 2019 Transmittal of Wage and Tax statements (Form W-3); or
    • Employer's Quarterly Federal Tax Return for 4th Quarter 2019 (IRS Form 941); or
    • Any payroll forms submitted to IRS for the period of October 1, 2019 to date of application [payroll forms are only required if you are requesting salary / payroll reimbursement]; and
    • Completed request for Taxpayer Identification and Certification (Form W-9)
    • Copy of your active State of Florida Division of Corporations Record as shown on SunBiz.org (if applicable)
    • Proof of Ownership; and
    • Residential Lease; and
    • Completed Landlord Estoppel Certificate (executed estoppel certificate upon receipt of funds)

How to Submit

General Instructions:

1.) Complete the residential landlord application. Only completed applications with all questions answered and all required documentation provided will be processed.
2.) Please be sure to sign the application and have your signature notarized. 
3.) Please do not staple the application or any attachments. You may secure the packet together with a binder clip or in a manila envelope. 

Deliver the signed original application (with attachments) to the Martin County Business Renewal Center, located at the Peter & Julie Cummings Library. The Business Renewal Center is located in the Community Room, at the south entrance of the library. Please label it Attention: Dan Hudson, Project Manager.

Alternatively, you may also deliver your application packet to the Martin County Administrative Center, 2401 SE Monterey Road, Stuart FL 34996. Please label it Attention: George M. Stokus, Assistant County Administrator. 

Application Deadline:

The program will remain open until November 24, 2020, or as long as funding is available.

If you application for funding is accepted, you will receive notice from our office and will be required to execute the Landlord Estoppel Certificate.

INCOMPLETE APPLICATIONS WILL NOT BE CONSIDERED.
