Welcome to the Martin Metropolitan Planning Organization (MPO)
Metropolitan Planning Orgnizations (MPOs) are mandated by Federal legislation to coordinate transportation plans and funded improvements in areas with a population of 50,000 or more. They are governed by Federal legislation and overseen by the State's Department of Transportation to establish a 3-C (continuing, cooperative, and comprehensive) planning process and consider Congestion, Public Transportation, and Intermodal Management systems through active Public Involvement processes. They must also consider Sections 174 and 176(c) & (d) of the Clean Air Act, Title VI of the Civil Rights Act of 1964, the Provisions of the Americans with Disabilities Act of 1990, and Section 1101(b) of TEA-21 regarding the involvement of disadvantaged busines enterprises in FHWA and FTA funded projects. Many other transportation delivery requirements must be met and are described in the most recently enacted Federal legislation called the "Safe, Accountable, Flexible, Efficient, Transportation Equity Act - a Legacy for Users," SAFETEA-LU, for short. The methods used to meet these requirements are explained in the MPO documents.
The Martin MPO was established in 1993 and is governed by a Policy Board. The Martin MPO has formed a regional partnership with the St. Lucie MPO. The Martin MPO Policy Board membership is comprised as follows:
- 4 County Commissioners
- 2 City of Stuart Commissioners
- 1 Town of Sewall's Point Commissioner
- 1 Department of Transportation (DOT) Representative
- 1 Indiantown CRA (non-voting) Representative
- 2 Ex-Officio (non-voting) St. Lucie TPO Board Members
On certain regional roadway and improvement projects, the Martin MPO partners with the St. Lucie TPO, the Indian River County MPO, and at times, its neighbor to the south, the Palm Beach MPO (see Regional Planning). The Martin MPO serves a Metropolitan Planning Area (see MPA Map) with a population of 117,418. Members of the public are involved in MPO planning on an ongoing basis through its advisory committees, public hearings, and special community meetings.
