Overview

The American Rescue Plan Act of 2021 (ARPA) was signed into law on March 11, 2021. Within the package, the Coronavirus State and Local Fiscal Recovery Fund contains approximately $350 billion in federal assistance for states, territories, tribes, counties and municipalities. $65.1 billion is allocated for direct funding to all counties.

The Coronavirus State and Local Fiscal Recovery Fund includes direct federal aid to all counties, a broad range of use of the recovery funds, the allowance for lost revenues in the most recent full fiscal year on the local level and a deadline of December 31, 2024 to expend funds. The American Rescue Plan Act (ARPA) funding has allowed Martin County to set aside funds for emergency rental assistance for qualified Martin County residents. Funds may be used for up to four (4) months of past rent and/or two (2) months of future rent for households that meet certain income qualifications and are experiencing a financial hardship during or because of the COVID-19 pandemic. View Eligibility Requirements

The Florida Department of Economic Opportunity (DEO) has been designated to manage and operate the Homeowner Assistance Fund (HAF) on behalf of the state of Florida. 

The Homeowner Assistance Fund (HAF) is designed to mitigate financial hardships associated with the COVID-19 pandemic by preventing homeowners’ mortgage delinquencies, defaults, foreclosures, loss of utilities, home energy services, and displacement.

Financial assistance will be provided based on the needs of homeowners in Florida and determined upon the United States Department of the Treasury's (U.S. Treasury) approval of the plan.
